The Ministry of Lands and Natural Resources has received financing from the World Bank and Department of Foreign Affairs Trade and Development-Canada (DFATD) toward the cost of the Second Land Administration Project (LAP-2), and intends to apply part of the proceeds for the engagement of services of a consultancy firm to conduct a comprehensive evaluation of the Land Administration Project Phase II interventions and outcomes.

The development objective of LAP-2 is to consolidate and strengthen land administration and management systems for efficient and transparent land service delivery. LAP-2 is a follow on project of LAP-I and is being implemented based on the National Land Policy which came into effect in 1999. The Project concentrates on completing outstanding legal and institutional reforms, removing business bottlenecks, promoting transparency and addressing various land administration challenges. with the view to: (i) speeding up land registration and delivery of titles and deeds; (ii) enhancing security of tenure; and (iii) strengthening the settlement of land disputes, among others. The Project also supports the completion of the Land Bill and engaging in legislative and institutional reforms started under LAP-I.

The Project is being implemented through four-interrelated Components, namely:

  • strengthening the Policy, Legal and Regulatory Framework for Land Administration;

  • decentralizing and improving Business and Service Delivery Processes;

  • providing improved Maps and Spatial Data for Land Administration; and

  • engaging in Human Resource Development and Project Management

LAP-2, began in August 2011 to run until 31st March 2016 (five years). The main implementing agencies are the Lands Commission, the Office of Administrator of Stool Lands (OASL), Town and Country Planning Department (TCPD), Judicial Service (JS) and the Accra Metropolitan Assembly (AMA). Civil Society organisations represented by the Civil Society Coalition on Land (CICOL) serve as an external monitor of project implementation.

Based on the recommendations made at the Midterm Review (MTR), the Government of Ghana (GOG) made a formal request to the World Bank to restructure the project, to re-allocate the International Development Assistance (IDA) component of the funds, and extend the project's closing date by 12 months (i.e., up to 31st March 2017).

As the project implementation draws to a close, there is a need to commission a consulting Firm to undertake a review of the project interventions and outcomes to establish that the PDO Outcome indicators are adequate and that, the necessary data and information are available to show that progress has been made and attributable to LAP-2 interventions.

2.0 Key Objective

The objective of the assignment is to undertake an overall end of project evaluation of LAP-2 to inform the preparation of the Implementation Completion Reports and subsequent interventions by the Government, partners and other stakeholders.

This will include:

  • To undertake a review of the project intervention outcomes and impacts on Land Sector Agencies and all other Project Beneficiaries based on the attached Results Framework

  • Identify intended and unintended outcomes, best practices, challenges, lessons learned arising from Project implementation to inform future interventions in the land administration sector.

  • To assess the risks to the development outcome in the future

  • To assess the Ministry of Land and Natural Resources’ and the World Bank’s performance

2.1 Specific Objectives

The following main thematic issues would be assessed:

  • Assessment of the operation’s objective, design, implementation, and operational experience

    • The relevance of the project,

    • Clarity and feasibility of the project objectives (including targets)

    • Clarity of assumptions and risks

  • Review, Restructuring and its implications on project implementation

  • Assessment of the outcome of the operation against the agreed objectives

    • Extent to which Project activities and outputs are consistent with the objectives of the project and higher level objectives of the country

    • Poverty impacts

    • Gender aspects

    • Social and economic impacts

    • Fiscal impact

    • Land administration and registration impacts (formal and informal land sector)

  • Evaluation of the Borrower’s own performance (MLNR, MoF, MESTI, IAs)

    • Preparation Phase

      • Enabling environment

      • Beneficiary/Stakeholder consultations and involvement

    • Implementation Phase

      • Quality of external relationships, participatory process and support to strengthening local organisations

      • The extent to which the Project interventions addressed the challenges outlined in the PAD, PIM and issues identified after MTR and the degree of success to date.

      • Cost-effectiveness of project implementation

      • Compliance with fiduciary and safeguards policies of the World Bank

      • Review the effectiveness of the M&E system towards the achievement of performance indicators, collating, use and analysis of data, and reporting.

  • Evaluation of the performance of the World Bank/ DFATD

    • Preparation Phase

  • Project Costs and Financing

  • Issues raised by stakeholders

  • Assess improvement in land service delivery and decentralization of business processes to bring services closer to Clients

  • Produce a clear set of lessons learned

The scope of work will cover the Four Components of the Project listed in paragraph three of the Introduction and Background and all the project interventions, and all dimensions (i.e. technical design, implementation effectiveness, efficacy and efficiency, safeguards (environment/social) compliance, M&E, financial management/procurement etc.)

The Firm should summarize key safeguard and fiduciary issues in the operation, compliance with the Bank policy and procedural requirements, and any problems that arose and their resolution, as applicable; record any significant deviations or waivers from the Bank safeguards/fiduciary policies and procedures;


The Consultant shall submit the following reports:

  • Inception Report 3 weeks after Commencement date of contract.

    • Inception report should cover but not limited to desk review and clear methodology comprising both the research and analytical methodology to be used (tools and other data collection instruments) and initial and planned consultation with Project Stakeholders and revised work plan

  • Interim report 8 weeks after commencement indicating but not limited to initial findings made up of activities undertaken based on the key and specific objectives.

  • Draft final report 12 weeks after commencement covering all aspect of the scope of work. A workshop will be organized by the Client, on receipt of the Draft final report where the consultant will present the main findings of the study. The consultant will compile all the feedback from the workshop and incorporate them into the final report.

  • Final concise report 16 weeks after commencement date and after receiving comments on the draft final report at the end of the assignment.

Copies of the reports shall be sent to PCU in Word and PDF formats (on pen drive) as well as ten (10) hard copies.



The Consulting firm is expected to use a variety of methods to collect and analyse data. The firm should elaborate on both the research and analytical methodology to be used for this assignment. The consulting firm will propose a detailed strategy outlining its approach and methodology for data collection, analysis and reporting. The firm is expected to work in close consultation with the Client throughout the study.


The assignment is expected to take Sixteen (16) weeks, utilising 8 man-months.




The Firm should have at least 10 years relevant previous experience in conducting quantitative and qualitative end of project impact evaluations. The firm should have relevant experience and expertise in land administration, land economy, land information systems and Monitoring and Evaluation (M&E). Demonstrable experience in undertaking similar work on projects involving similar level of complexity will be a key factor.

The Team should comprise at least a Team Leader, Land Administration Specialist and M&E Specialist based on the scope of work and qualification below.


  1. Masters Degree or Higher qualification in relevant discipline

  2. Minimum of 10 years relevant working experience in project management, monitoring and evaluation with analytical skills

  3. Knowledge and understanding of land administration systems including customary land administration and management

  4. Demonstrable experience in conducting quantitative and qualitative evaluation in Africa, particularly in West Africa

  5. Track record in developing and conducting baseline and end of project research studies or evaluation using varied approaches.

  6. Work experience in a project environment

  7. Must be fluent in English


Minimum qualification of the Monitoring & Evaluation Specialist of the consulting firm:

  1. Masters Degree or higher in Development Studies or relevant Social Science

  2. Minimum of 10 years working experience in Project Management & Monitoring and Evaluation five which must have been directly in conducting project impact assessment

  3. Experience in evaluating project monitoring and evaluation systems, results framework, M&E plans, guidelines, processes and procedures

  4. Must have broad based knowledge and understanding of land governance and tenure issues

  5. Knowledge in Data Collection and Analysis and Reporting

  6. Ability to design and undertake survey data collection strategies

  7. Experience in the use of computer assisted monitoring tools

  8. Must be fluent in English and familiar with local setting


Minimum qualification of the Land Administration Specialist of the consulting firm:

  1. Masters Degree or higher in Land Economy, Land Information System, Geomatic Engineering or relevant Social Sciences

  2. a firm understanding and knowledge of land administration and tenure issues in Ghana

  3. Minimum of 10 years working experience in land administration and management

  4. At least five (5) years’ experience in conducting project impact evaluations or land administration research

  5. Experience working with government Land Sector Agencies and Customary land sector

  6. Work experience in a project environment

  7. Must be fluent in English and familiar with local setting

The Project Coordinating Unit led by the Project Coordinator will be responsible for this assignment. The PCU will ensure that this study is well coordinated with the on-going assessment of the CLSs in order to avoid unnecessary overlaps.
