  1. Population size, growth rate, structure and distribution or level of urbanization
  2. Synergy with other  project activities under the Land Administration Projects such as Customary Land Secretariats, Customary Boundary Demarcation, Street Addressing, mapping etc
  3. Synergy with other programmes directly or partly sponsored by the Government of Ghana e.g  Savanna Accelerated Development Programme, Western Corridor Development programme,  Accra Plain Irrigation project, Oil for Development Project, Urban Development Programmes etc
  4. Commitment of the Metropolitan, Municipal and District Assemblies by way of counterpart funding of stakeholder sensitization sessions, provision of office space for the Physical Planning Department and maintenance of logistics to be supplied

A multi stage selection methodology has been applied and in accordance with the demand-driven approach to selecting the beneficiary locations, questionnaires were administered to all eligible districts. These were analysed based on the set criteria and the most competitive and qualified districts were selected. Memoranda of understanding will be signed with the selected districts to conclude the selection process.
